- PRIMERO. Dirimir la colisión negativa de competencia planteada por el Tribunal Superior de Barranquilla, Sala Penal, en el sentido de señalar dicho Tribunal Superior de Barranquilla -Sala Penal- como el competente para tramitar el desacato instaurado por Celina Esther Rolong Ariza.
- SEGUNDO. En consecuencia, se ordena a la Secretaría de la Corte Constitucional que remita el expediente al citado Tribunal para que tramite el referido incidente.
